Pogo Possum used to break the fourth wall, and indicate that the characters were indeed, just actors. Last time I saw this done was with Bloom County, which was another awesome comic.

Nope. Read the archives, you’ll find plenty of eyebrows.
They are either shocked eyebrows or horny eyebrows.

Not necessarily, since they sell collections of Pogo now. They have a couple years’ worth of strips in each book.
